How to unlock Izuku Midoriya Rising
You unlock Izuku Midoriya Rising by clearing Story Mode, or earlier with the Playable Character Early Unlock Pack. English guides name the finale "We Are Here." When these store pages were checked, the pack cost $2.99 in US dollars on Steam and on the Xbox store. It also unlocks All For One Chaos. It does not unlock All For One Rewind.
Path 1: clear Story Mode
The official Japanese character page states the rule in one line: clearing Story Mode unlocks this fighter. Bandai Namco's English pack descriptions say the same thing in different words. Izuku Midoriya Rising and All For One Chaos are normally unlocked by fulfilling specific in-game conditions. The pack only moves that unlock forward.
TheGamer's 7 February 2026 unlock guide is the English write-up that names the mission. Beat the final mission, "We Are Here," watch the ending cutscene, and Rising Deku can be used in Free Battle. The same article says All For One Chaos joins at that point if you did not already have the pack, and that All For One Rewind is added by finishing the story as well. Rewind is not in the pack.
A Japanese story index lines up with that mission title. Chapter 21-7 is a battle called "WE ARE HERE," flagged as eight consecutive fights. Losing in the middle sends you back to the start of that fight. The next entry, 21-8, is a movie called "Izuku Midoriya: Rising." Chapter 22 is an ending movie and then an epilogue movie. The index does not print a roster-unlock popup, so this page does not invent one. It also does not decide whether Rewind is granted by the ending movie or the epilogue. TheGamer treats story completion as the Rewind requirement. The chapter list shows both an ending and an epilogue after the Rising movie, without assigning either character to a line item.
Path 2: Playable Character Early Unlock Pack
Steam, the Xbox store, and the PlayStation Store all sell a download called the Playable Character Early Unlock Pack. The shared description grants an early unlock of two fighters that the game otherwise locks behind in-game conditions:
- Izuku Midoriya Rising
- All For One Chaos
Each store page adds that the bonus content may be sold separately. On 14 October 2026, Steam's US price for app 3792210 was $2.99, and the US Xbox store listed the same $2.99. The PlayStation Store page confirmed the contents and did not show a price in the text retrieved for this guide, so no PlayStation price is stated here. Regional prices and discounts change. The pack requires the base game.
TheGamer also notes that the pack was offered as a pre-order bonus. The Japanese product page is more specific about that bonus, and those dates are already past:
- Digital pre-orders included the bonus only if the base game was purchased by 23:59 on 4 February 2026. The Steam cutoff on that page is 23:59 on 5 February 2026.
- Physical early-purchase codes were limited, worked once, and were valid through 23:59 on 4 February 2027. The code had to be redeemed on a console or device that was online.
- The game had to be updated before the bonus could be received.
- The bonus early-unlocks after you clear the in-game Battle Tutorial. It is an early right, not a fighter you can never earn. Clearing the game still grants the same characters.
The current Steam and Xbox descriptions say the pack grants the early unlock. They do not repeat the Battle Tutorial sentence. If you own the sold pack and the character is still locked, the Japanese bonus notes are the place that mentions clearing the Battle Tutorial. This page does not claim a second purchase on top of the pack.
Bandai Namco America's Switch 2 announcement says pre-orders of that version grant the same early unlock for Izuku Midoriya Rising and All For One Chaos, plus 30,000 Hero Coins. That coin figure is from the Switch 2 announcement. It is not listed on the Steam pack page.
What the pack does not do
All For One Rewind stays a story unlock. The pack text on Steam, Xbox, and PlayStation names only Izuku Midoriya Rising and All For One Chaos. TheGamer says Rewind is absent from the pack and is added by finishing Story Mode.
The pack also does not add Izuku Midoriya Overlay Full Style. That fighter is Season Pass downloadable content, announced later, with Blackchain and Delaware Smash named in the publisher's own Overlay news. See the roster page for how those Deku listings differ.
After the unlock
TheGamer says that once the ending has played, you can pick Rising Deku in Free Battle. The sources checked here do not describe a separate ranked unlock, a level requirement, or a mode where the character stays locked after Free Battle opens. Steam lists online PvP for the base game. Whether a ranked playlist uses extra rules is not in the publisher pages or the unlock guide.
If you would rather play a Deku before either path is done, the other Izuku listings on the character select are separate fighters. The Rising card is the one that carries the story-clear note. The rest of the battle plan, once he is on your team, is in the Free Battle tips.
